Who to Call When a Rental Needs a Plumber
The Residential Tenancies and Rooming Accommodation Act 2008 sorts every repair into two buckets: the emergencies it lists, and everything else, which counts as routine. Plumbing and gas faults fill a good part of the emergency list.
The Act's plumbing and gas emergencies are:
- gas escaping anywhere on the property
- the gas or water supply failing or breaking down
- a toilet out of action through a blockage or a break
- a water service that bursts, or leaks badly
- flooding or serious flood damage
- an essential appliance failing, for cooking, heating or hot water.
Repairs required to reach the minimum housing standards count as emergencies as well. A routine repair follows a simpler path: the tenant reports it, and the work is then done within a reasonable time.
Every tenancy agreement lists a nominated repairer and a number, and says who gets the first call in an emergency: the manager or owner, or that repairer. Reporting by phone is enough, and a short text afterwards keeps the record clean. If nobody answers within a reasonable time, the tenant or the manager can bring in a qualified tradesperson instead, up to 4 weeks' rent.
Access is the other practical piece. The tenant holds the keys day to day, so the visit time and how we get in are agreed before we come. Who pays for rental repairs covers the money side of every category above.

Passing a Water Bill On to a Tenant
An owner or manager can charge a tenant for all the water used only when four conditions line up together. Drop one and the account stays with the owner.
All four have to hold:
- the place is metered on its own, or its water is carted in
- it passes the efficiency test below
- the lease names the tenant as the one who pays for water
- the tenant gets the bill inside 4 weeks of it reaching the owner or manager.
The tenant then has their own 4 weeks to settle the account. Miss the hand-over deadline and that bill is off the tenant's plate entirely.
What moves across, and what does not:
- the bulk water charge from the State, plus the usage charges, can go to the tenant
- the sewerage usage charge cannot, nor can the fixed access charges; those stay on the owner.
A rental that fails the efficiency test falls back to a different rule. The owner covers a reasonable share of the bill and may recoup only the excess from the tenant, and only where the place has its own meter and the lease says so. The Act leaves 'reasonable amount' undefined, so the figure is agreed as a special term in the lease.

What Makes a Rental Water Efficient
The test has two halves: a flow limit for taps and showers, and a flush limit for toilets. Every internal cold tap, single mixer and showerhead has to run at 9 litres per minute or less.
A dual flush toilet is required, with:
- no more than 6.5 litres on a full flush
- no more than 3.5 litres on a half flush
- an average of 4 litres or less, drawn from one full flush plus four half flushes.
Only indoor cold taps over hand basins, kitchen sinks and laundry troughs count towards the flow limit, and single mixers are part of that. Bath taps, garden taps outside and taps serving washing machines or dishwashers sit outside the test.
Each fixture carries a Water Efficiency Labelling and Standards (WELS) label showing the stars earned and the flow figure. The Residential Tenancies Authority suggests 3 stars or better on fixtures made from 2005 onwards, as advice rather than law.

When the Check Finds a Fixture Over the Limit
A water efficiency check walks the rental fixture by fixture. We put the meter on every indoor cold tap, each mixer and showerhead, and the toilet, then compare each reading with the rental limits and note anything that falls short.
The label on the fixture is the reference: the stars and the flow figure printed on it tell us where it sits. Any tap or toilet that misses the limit needs a licensed plumber to swap, because that is regulated work.
A shower head is different: anyone may change one, as long as the new model meets the standard. The decision to upgrade sits with the owner or the manager, never the tenant.
The check delivers measurements only: no certificate, no written report and no sign-off. Where our work counts as notifiable, we lodge a Form 4 with the QBCC inside 10 business days of finishing. The duplicate goes to the owner or the agent who engaged us.
Tap work in particular is covered by our tap replacement service, and a damp patch found during the visit becomes a leak detection job.

Older Rentals and Older Fixtures
At the last census the suburb counted 1,121 flats and apartments against 2,127 separate houses, and only 18.2 per cent of homes were owned outright. Most plumbing decisions here run through an owner or a manager rather than an owner-occupier.
Rentals scattered through the postwar streets off Handford Road carry fixtures fitted across several eras of standards, so the efficiency test can come back patchy even in one unit block. Tanks in tenanted houses usually get swapped after a breakdown rather than on a schedule, and that job starts on our hot water plumbing page. Gas fittings in a rental follow the same paperwork as anywhere else, which our gas compliance certificates page sets out.

Rental Plumbing Questions From Tenants and Owners
Call (07) 3523 6484Who arranges plumbing repairs in a Zillmere rental?
The owner or manager does. Queensland law makes them keep the place in good repair for the whole tenancy, and the tenant reports faults as soon as they notice them. The fix then follows within a reasonable time.
Which plumbing problems are emergencies under Queensland rental law?
Gas and water dominate the Act's list: leaking gas, a failed gas or water supply, a burst water service, and an unusable toilet. Flooding and a broken-down essential cooking or heating appliance count too, plus repairs the minimum housing standards require.
Can a tenant call their own plumber for an emergency repair?
Yes, but only if the first contact listed in the tenancy agreement cannot be reached after reasonable attempts. Either side may then engage a qualified person, capped at 4 weeks' rent. Our rental repairs guide covers who ends up paying.
Does a tenant get billed for all the water used?
No, not by default. The owner can pass the whole usage account over only when the place has its own meter, clears the efficiency test, and the lease puts water on the tenant. The fixed access charges stay with the owner.
When does an owner have to hand the water bill over?
Within 4 weeks of the bill arriving from Urban Utilities. A tenant who receives it late owes nothing on that account. One who receives it on time then has 4 weeks to pay.
